Fulvio Lino Di Blasio

Appointed President of the North Adriatic Sea Port Authority – Ports of Venice and Chioggia, by decree of the Minister of Infrastructure and Sustainable Mobility of 28 May 2021.

Biography

He has gained over 22 years of professional experience, of which over 18 in the field of consultancy on strategic planning and the implementation of complex public spending programs (co-financed or not by the EU) with a particular focus on the infrastructure, transport and logistics sectors, ports.

In particular, from 1999 to 2004, he was involved (in Milan, Rome and Palermo) with consultancy and support for public administrations (local, national or community) for the construction, implementation, evaluation, monitoring and control of public policies, developing a profound knowledge of territorial development programs and the functioning mechanisms of the Italian and EU Public Administration.

From 2005 to 2017 (first in Rome, then in Romania and Bulgaria and then again in Rome) he worked with EY – Ernst & Young Financial Business Advisors S.p.A., one of the largest global services and consultancy companies, where he had the opportunity to gain experience carrying out and coordinating technical assistance, evaluation, audit, strategic, organisational, administrative and accounting consultancy tasks.

He has in-depth knowledge and experience in the infrastructure, transport, logistics and port sectors having worked since 2005 with EY alongside the Ministry of Infrastructure, collaborating in managerial positions in the management, implementation and supervision of complex programs and projects such as the PON Networks and Mobility 2007-2013, Interreg IIIB MEDocc, PIC Urban, Urban Italia, Urbact. In particular, for the port sector, he coordinated the EY working group with a managerial role in the strategic and methodological support activity for the drafting of the National Strategic Plan for Ports and Logistics, working first in support of the Committee of experts and then of the New Technical Mission Structure.

As part of projects carried out for the Ministry of Infrastructure and Transport, he coordinated and directed various analysis/study activities such as the comparative study on international methods of evaluation of public works, the preparatory analyzes for the drafting of the Infrastructure and Networks OP 2014- 2020, the Guidelines for the evaluation of investments in public works in the sectors of competence of the Ministry of Infrastructure and Transport, the drafting of the Annex to the DEF and of the “Connecting Italy” Document containing the national strategies on infrastructure and transport.
He participated in the preparation of a study for Cassa Depositi e Prestiti (in collaboration with the European Investment Bank) relating to a market study on the national infrastructure sector to be carried out also through the use of PPP schemes, with a focus on small and medium size.

From May 2017 to May 2021 he held the role of Secretary General of the Port Network Authority of the Ionian SeaPort of Taranto, where, in addition to the activities envisaged by the law, he developed a series of projects and initiatives regarding digital transition, innovation and startups, European planning, enhancement of the port-city relationship and the waterfront.
