To be able to unload metal scrap from non-EU countries (APV Order No. 57/1998), interested parties, depending on the case (e.g., consignor of the goods, freight forwarder, terminal operator, etc.), are required to obtain a specific authorization from the Port System Authority (AdSP).

How to request authorization

 

Interested parties must request authorization from the AdSP by providing the following information at least 2 working days in advance of the expected arrival of the vessel (E.T.A.) in the port:

  • Type, international name, name, gross tonnage, and deadweight tonnage of the vessel.
  • Overall length, draft.
  • Type, quantity, and quality of the cargo.
  • Port of loading.
  • Expected arrival time at the port.
  • A specific document with the following information must be drawn up at the place of origin of the cargo:
    – A certificate declaring that there are no disused radioactive sources or contaminated material among the cargo loaded on board.
    – A certificate declaring that there are no pressure vessels or explosive devices among the cargo loaded on board, or if present, they are clearly cut.
    – A certificate declaring that there is no flammable material or material presenting chemical and/or biological hazards among the cargo loaded on board.
    – A certificate declaring that there is no asbestos among the cargo loaded on board.

The consignor of the goods must produce a document to be forwarded to the NASPA and the port company performing the unloading operation, stating the commitment to bear all expenses in case hazardous materials are identified among the scrap (download the commitment statement here)

The application for the issuance of the authorization and the required documents should be sent in advance to the following email addresses:  adspmas@port.venice.it (or autoritaportuale.venezia@legalmail.it) and for information to the email address: adspmas.sicurezza@port.venice.it

The application, accompanied by a €16.00 stamp duty, and the aforementioned documentation must be submitted to the Safety, Surveillance, and Control Area of the NASPA, Building 12 Santa Marta 30123 Venice, as soon as the applicant has all the original documents.
