On May 28 2021 the Ministry for Infrastructures and Sustainable Mobility appointed Fulvio Lino Di Blasio as the President of the North Adriatic Sea Port Authority - Ports of Venice and Chioggia.
Di Blasio was born in 1972 in Vigevano (Pavia – Northern Italy) and graduated in Law at the University of Pavia.

He has over 22 years of professional experience – with 18 years in the field of strategic planning consultancy and implementation of complex public spending programs (including programs co-funded by the EU) with a particular focus on infrastructures, transports, logistics and ports.

From 1999 to 2004 he moved from Milan, Rome and Palermo, dealing in particular with consultancy activities to public administrations at a local, national and European level, for building, implementing, evaluating, and monitoring public policies. These experiences allowed him to acquire a deep knowledge of territorial development programs and national and EU public administration mechanisms.

From 2005 to 2017 he moved from Rome to Romania and Bulgaria - coming back to Rome in the end -  working with EY - Ernst & Young Financial Business Advisors S.p.A., as one of the largest global service and consulting companies, where he has the opportunity to gain experience by carrying out and coordinating technical assistance, evaluation, audit activities, strategic, organizational, administrative and accounting consultancy.

He counts on a wide knowledge and experience in the field of infrastructures, transports, logistics and ports, having worked since 2005 with EY supporting the Ministry for Infrastructures, cooperating in managerial positions for the management, implementation and monitoring of complex programs and projects such as the national Operational Programme (OP) on Infrastructures and Networks 2007-2013, Interreg IIIB MEDocc, PIC Urban, Urban Italia, Urbact.

In the port sector in particular, he coordinated the EY working group with a managerial role in the strategic and methodological support activity for the drafting of the National Strategic Plan for Ports and Logistics, at first supporting the Committee of Experts and then joining the new Struttura Tecnica di Missione.

Within the framework of the initiatives he carried out for the Ministry for Infrastructures and Transports, Fulvio Di Blasio managed several analysis and studies such as the Comparative study on international methods for the evaluation of public works, the preliminary analysis for the drafting of the national Operational Programme on Infrastructures and Networks 2014-2020, the guidelines for public work investments evaluation, drafting strategic documents connected to national strategies in the field of transports and infrastructures – such as Connecting Italy and other relevant documents for the national Economy and Finance Document.

He cooperated in the study committed by the national Bank for Deposit and Loans in cooperation with the EIB for a market study in the field of national infrastructures carried out in project financing also, with a focus on SMEs.

From May 2017 to May 2021 he held the role of Secretary General at the Port of Taranto, where besides the activities envisaged by the law, he developed a set of initiatives in the field of digital transition, innovation, start-up, European planning, enhancement of the relations port/city and promotion of the waterfront.
